HSE Manager

Houston, TX

Easton Energy LLC is a Houston based midstream company focused on developing infrastructure assets that support the transportation, storage, and processing of hydrocarbons. Easton’s primary focus is the transportation and storage of natural gas liquids (NGL), crude oil, refined products, and petrochemicals. This position is based in Houston, Texas.

Position Summary

The Health, Safety, and Environmental (HSE) Manager reports to the VP, HSE & Regulatory (HSE&R), and offices out of Easton’s Houston, Texas field office. This working manager position serves as the subject matter expert on HSE, security, and emergency response issues and provides the support necessary to maintain an injury and incident-free work environment, ensure compliance with applicable laws and regulations, and develop employee competency regarding HSE issues. The HSE Manager will assist Easton’s Operations and Engineering Departments integrate HSE&R requirements into practice.

Principle Duties & Responsibilities

  • Assist in the development, implementation, and improvement of HSE&R programs.
  • Identify and implement solutions to eliminate occupational safety risks.
  • Own and ensure compliance with Easton’s HSE Manual and associated processes.
  • Participate in the development and implementation of safety requirements in various project related activities (pre job planning, P&ID reviews, 3D model reviews, PHA’s, PSSR’s, commissioning plan reviews, etc….)
  • Develop and present monthly safety-meeting topics.
  • Maintain HSE&R records.
  • Lead or participate in incident investigation teams.
  • Provide environmental field support via waste sampling, profiling, and disposal coordination.
  • Maintain air emission & release (venting/purging) records.
  • Coordinate emergency response & security drills, training, and incident response activities.
  • Support other pipeline and storage regulatory programs as requested.

Education & Experience

  • Bachelor’s degree in engineering, health, safety, or related technical field desired. Associate’s degree will be considered with additional work experience.
  • Minimum of 5 years HSE experience in the midstream pipeline, underground storage, and/or onshore energy industry required; petrochemical manufacturing experience a plus.

Knowledge, Skills & Abilities

  • Working knowledge of OSHA & TCEQ regulations required; knowledge of PHMSA and RRC regulations highly desired.
  • Experience in maintaining and continuously improving HSE management systems.
  • Results orientated with solid problem-solving skills.
  • Passion for effectively and expeditiously addressing HSE issues.
  • Ability to communicate effectively at all levels of the organization.
  • Must be self-motivated and directed.

Physical Demands and Working Conditions

  • Assigned office location is at the company’s field office in Houston, Texas; regular travel to field sites spanning between Markham, Texas and Iowa, Louisiana is expected.
  • Must be able to work under field conditions, which may include regular exposure to heat, cold, and other adverse weather conditions.
Pipeline Technician

Easton’s primary focus is the transportation and storage of natural gas liquids (NGL), crude oil, refined products, and petrochemicals. This position is based in Houston, Texas.

POSITION SUMMARY

The Pipeline Technician is responsible for performing damage prevention inspection, pipeline locating, One-Call ticket processing, and encroachment surveillance/support for their assigned geographic area. This may require coordinating with third-party excavators to ensure the safety and integrity of underground pipelines during excavation activities, using hand tools to locate underground pipelines and complete all associated documentation daily. In addition to their primary role performing damage prevention activities, the Pipeline Tech may be called on to support other Operations related activities as required.

POSITION RESPONSIBILITIES

Responsibilities include, but are not limited to:
  • Underground pipeline locating/marking
  • Locate pipelines as needed and oversee excavations and line crossings
  • Oversee excavations, stewarding performance of third-party excavators and contractors working around company assets
  • Read and interpret alignment sheets
  • Operation of an electronic line locator and probing equipment to mark the centerline of pipelines in the vicinity of third-party excavations; install permanent and temporary markings as a visual representation of the pipeline locations, and complete all required documentation
  • Process One-Call tickets and respond to One-Call tickets within the state mandated time frame
  • Utilize mapping programs and online database to determine third-party excavations
  • Drive to jobsites to review/meet with third-parties and steward third-party excavation performance
  • Damage Prevention inspection
  • Ensure compliance with all company restrictions/procedures related to excavation activities within buffer zone of company pipelines
  • Perform remedial and preventative maintenance and maintains facility appearance and safety through good housekeeping practices inside and outside of the facilities
  • Routine pipeline surveillance and ROW inspections
  • Attend and participate in damage prevention meeting
  • Interface with various landowners, third-party excavators and contractors
  • Operations support activities
    • Maintenance pigging support
    • Routine pipeline maintenance support
    • Emergency response support
  • Participate and successfully complete training programs, process safety management reviews, and safety meetings required to comply with company policies
  • Must meet the requirements of the Company's Operator Qualification as required

REQUIREMENTS

  • High school diploma or GED required.
  • Minimum of 3 years pipeline or O&G related work experience required. Previous pipeline experience preferred
  • Ability to communicate (read, write, and speak) effectively
  • Ability to operate hand tools or other pipeline equipment to accomplish assigned tasks
  • Able to use Microsoft Office suite of programs (Word, Excel, PowerPoint, etc.)
  • Demonstrated ability to maintain a consistent safe work ethic
  • Familiarity with Engineering prints, pipeline alignment sheets, ArcGIS, KMZ files, GPS coordinates, KEY/Atlas maps, and HDD bore profiles
  • Familiarity with basic principles of excavations, general construction practices, and basic pipeline experience
  • Knowledge of emergency response procedures and DOT motor carrier regulations
  • Must be willing and able to attend/complete required training courses
  • Must be willing and able to work in various locations, both indoors and outdoors, in a variety of weather conditions and temperatures
  • Valid driver’s license and good driving record required
  • Must be able to handle multiple tasks simultaneously
  • Ability to plan daily work activities; demonstrated self starter with the ability to work independently and exercise good judgement

Pipeline Operations Engineer

POSITION SUMMARY

The Pipeline Operations Engineer will be a lead engineering resource supporting all facets of pipeline and underground storage Operations. This position will report directly to the Director of Operations and will be a key member of the Operational Leadership Team.

POSITION RESPONSIBILITIES

  • Serve as a field engineer and maintenance coordinator for pipeline and underground storage assets and facilities
  • Manages maintenance functions in company task tracking system
    • Ensures that all equipment listings are up to date at all times
    • Performs routine audits of open tasks ensuring compliance with due dates
    • Identification and development of PM tasks
  • Effectively plan, schedule, manage and report on multiple expense and small maintenance capital projects
  • Provide support to engineering group in developing and implementing capital projects, as well as documenting project deficiencies and managing project-acceptance by Operations
  • Perform engineering evaluations on third party encroachment requests
  • Understand operational and project documentation requirements and be able to support corporate and field level audits
  • Development of operational work plans
  • Support updates for company engineering, material and equipment specifications and standards as required
  • Support Operations in specifying and requisitioning material
  • Perform assigned duties during emergency response activities
  • Facilitate operational reviews for MOCs and support implementation as needed
  • Validate control narratives and set points
  • Ability to review, analyze and troubleshoot various operational data to identify areas of lost opportunity as well as opportunities to increase reliability and lower operating costs.
  • Assist in the development of annual operating budget and is accountable for cost/schedule discipline on managed projects.
  • Lead investigations and root-cause determinations as required
  • Stay current with regulations, industry standards, and other applicable technologies.
  • Assist with data and information requests from other departments as required
  • Other daily, weekly, monthly, or special project duties as assigned

REQUIREMENTS

  • Bachelor's in Civil, Mechanical, Electrical, or other related Engineering Field
  • Minimum 2 years of direct work experience in pipeline transportation industry is required
  • Refined products, NGL’s and olefin product experience is preferred
  • Project management experience is required
  • Underground salt cavern experience is a plus
  • Strong working knowledge of safety regulations and regulatory requirements: i.e., knowledge of DOT 195 (PHMSA) regulations, OSHA, and state environmental regulations.
  • Experience managing and directing third party contractors
  • Solid written and oral communication skills required
  • Willingness to manage projects from the field rather than the office
  • Willingness to work together with the Operations group as a team to address issues and complete projects
  • Strong communication skills and proficiency with computer applications, including Microsoft Excel, Word, Project, PowerPoint, Teams, and Outlook
  • Ability to multi-task in a fast paced, changing environment with strong analytical and time management skills.
  • Demonstrate knowledge of codes applicable to the hazardous liquid pipeline and salt cavern storage industry.
  • Able to respond to emergency situations, as required.
